Sesame Vanilla Passover Cookies

Ingredients
- 4tablespoons toasted sesame seeds, ground
- ½cup unsalted butter or margarine
- 1cup sugar
- â…“cup kosher for Passover confectioners' sugar
- 2large eggs
- 1tablespoon vanilla extract
- â…“cup plus 2 tablespoons toasted sesame seeds
- Grated zest of 2 small oranges to make 3 tablespoons zest
- 1teaspoon ground anise seed
- Âľteaspoon kosher for Passover baking soda
- â…›teaspoon salt
- 1cup matzo cake meal
- 2tablespoons potato starch
Preparation
- Step 1
Preheat oven to 325 degrees and line 2 baking sheets with parchment paper.
- Step 2
Cream together ground sesame seeds, butter or margarine, sugar and confectioners' sugar until very light and fluffy. Beat in eggs, one at a time, then add vanilla, ⅓ cup toasted sesame seeds, 2 tablespoons orange zest and ½ teaspoon ground anise seed.
- Step 3
In separate bowl, mix baking soda, salt, matzo cake meal and potato starch and stir into sesame batter. Let sit for an hour, covered.
- Step 4
In separate bowl mix remaining sesame seeds, orange zest and ground anise.
- Step 5
Drop dough by heaping teaspoonfuls onto cookie sheets and sprinkle with sesame-orange zest-anise mixture. Bake for 12 to 15 minutes until golden brown.

In retrospect this seems obvious but I was in a pre-Seder spazz and you might be too: if you can't find matzo cake meal, DO NOT just substitute almond flour at a 1:1 ratio. I ended up with a little tasty sesame brittle and 2 nearly-ruined baking sheets.
Can the dough be made ahead?
If I might make a suggestion as to order of the steps: Since the batter has to rest for 1 hour might it not be more prudent to NOT heat up the kitchen and oven for 1 1/2hrs before you need it? I suggest putting the "heat the oven an line the baking sheets" after step 3. Therefore: In a separate bowl, mix baking soda, salt, matzo cake meal and potato starch and stir into sesame batter. Let sit for an hour, covered. You may heat the oven after this mixture has rested for 1/2 hour and line...
